Canada launching 6 new immigration programs

Recently, the federal government of Canada has announced new pathways for Canadian permanent residency for more than 90,000 international graduates and essential temporary workers.

As per the official News Release by Immigration, Refugees and Citizenship Canada [IRCC], the new ‘innovative’ Canada PR pathways are for those international graduates and essential workers that were “actively contributing to Canada’s economy”.

These special public policies will be granting permanent resident status to international graduates and temporary workers that were –

  • Already in Canada, and
  • Possess the skills as well as experience required by Canada for fighting the COVID-19 pandemic and accelerating the economic recovery of Canada.

The focus of the newly announced pathways will be on temporary workers in Canada that were employed in “hospitals and long-term care homes and on the frontlines of other essential sectors, as well as international graduates who are driving the economy of tomorrow”.

Effective May 6, 2021, IRCC will begin accepting applications under 3 streams – for temporary workers in health care [20,000 applications], for temporary workers in other selected occupations [30,000 applications], and for international students that had graduated from a Canadian institution [40,000 applications].

Up to 90,000 new Canada permanent residents are to be admitted under these 3 streams.

These 3 streams will remain open until November 5, 2021, or until their intake limit had been reached.

In order to be eligible for any of these 3 steams, the international graduates and workers must meet certain specific eligibility requirements. These are –

  • Workers must have a minimum of 1 year of Canadian work experience in a health-care profession or any other pre-approved essential occupation.
  • International graduates must have completed an eligible Canadian post-secondary program within the previous 4 years [not earlier than January 2017].

3 additional streams have also been announced, with the aim of promoting Canada’s official languages. Specifically targeted at bilingual or French-speaking candidates, these 2 additional streams will have no intake caps.

As per IRCC, the 3 streams under the pathway for French-speaking international student graduates and essential workers will help to “contribute to the vitality of these Francophone minority communities”.

With the new expedited pathway to Canada PR, these special public policies will encourage international graduates and essential temporary workers to put down roots in Canada, along with helping Canada retain the talented workers required.

According to IRCC, the new Canada immigration streams will help the Canadian government in achieving the 2021 Immigration Levels Plan that lays down an induction target of 401,000 new permanent residents in 2021.

The skilled newcomers and international graduates to be welcomed into Canada under the new streams will help in the creation of jobs in Canada, driving long-term growth in Canada.

The pandemic has shone a bright light on the incredible contributions of newcomers. These new policies will help those with a temporary status to plan their future in Canada, play a key role in our economic recovery and help us build back better.” –  Marco E. L. Mendicino, Minister of Immigration, Refugees and Citizenship.

These public policies will be applicable to workers in 40 health-care occupations, along with 95 other essential jobs across a diverse range of fields that include caregiving and food distribution.

As per Statistics Canada [January 2021], immigrants that had previously held a Canada work permit often reported higher wages 1 year after taking up permanent residence in Canada.

According to the Organisation for Economic Co-operation and Development [OECD], India produces the highest number of highly educated migrants.
