Canadas Provincial Nominee Program Draw Updates January - June 2021

Commonly perceived to be the quick way to Canadian permanent residence, the Provincial Nominee Program [PNP] is for workers that intend taking up Canada PR and settling within a particular province or territory.

To be eligible for the Canadian PNP, an individual must have the education, skills, as well as work experience for being able to contribute to the economy of a particular province or territory in Canada.

There are around 80 different immigration pathways or ‘streams’ available under the PNP of Canada.

Each of the PNP streams focuses on a specific group of immigrants.

A PNP stream might target skilled workers, semi-skilled workers, business people, or international students.

A federal Express Entry candidate that is able to secure a nomination – under any of the federal Express Entry system linked PNP streams – is guaranteed an invitation to apply by IRCC.

Immigration, Refugees and Citizenship Canada [IRCC] manages the Express Entry system of the federal government of Canada.

The PNP application process will be as per the PNP stream applying under. IRCC Express Entry linked streams, also referred to as “enhanced nominations”, have an online application process.

“Base nomination” or non-Express Entry PNP nominations, on the other hand, have a paper-based PNP application process.

Of the 10 provinces and 3 territories that make up Canada, 9 provinces and 2 territories are a part of Canadian PNP.

While Nunavut has no immigration program as such for the induction of newcomers into the territory, Quebec runs its own immigration programs.

Here, we shall see the PNP Draw Updates – from January to June 2021.

Highlights

  • On January 5, 2021, Newfoundland and Labrador opened a new PNP pathway Priority Skills Newfoundland and Labrador, targeting individuals [highly educated and skilled] with experience in any of the in-demand sectors in the province.
  • On March 15, 2021, Ontario announced an Expression of Interest [EOI] system for 5 OINP streams.
  • On April 8, 2021, Canada launched a new online application portal allowing non-Express Entry PNP applicants to submit their final PR applications digitally. This portal is only for the second part of the Canada PR visa PNP process. That is, for the IRCC application to be submitted after securing a PNP nomination.

Generally, a PNP candidate is asked to apply – through a Letter of Advice to Apply [LAA] as in the case of Manitoba PNP, an Invitation to Apply [ITA] as by British Columbia PNP, or a Notification of Interest [NOI] letter as issued by Alberta PNP – before they can submit their PNP application.

What happens after I get my PNP nomination?
Those successful in securing a PNP nomination are issued a final confirmation letter by the nominating province or territory in Canada.

This is referred to as a Nomination Confirmation [NC] Letter.

For Express Entry-linked PNP streams: Those receiving a NC under an IRCC Express Entry PNP stream will be required to go back to the Express Entry Profile and update the same so as to receive 600 CRS points credited to their Express Entry Profile.

For non-Express Entry linked streams: A candidate that received a NC via any Non-Express Entry Linked Stream will have to file their Online Canada PR application with RCC.

March 16 Ontario announced that five streams of the OINP will be introducing a new points-based Expression of Interest (EOI) system for selecting candidates.
