The Quebec Skilled Worker Program (QSWP) will begin accepting postal applications on November 4, 2015. The QSWP is a Quebec-run immigration program that operates on a first-come, first-served basis. This feature distinguishes it from the federally run Express Entry program, which prioritizes candidates based on certain selection criteria. This makes the QSWP a more predictable and straightforward path to permanent residency for qualified applicants.
Application Periods
The QSWP will operate in two cycles, with up to 3,500 postal applications being accepted from November 4, 2015 through December 15, 2015. A second cycle for online applications will run from January 18, 2016 to March 31, 2016 and will accept up to 2,800 applications.
Selection Criteria
The QSWP uses a points-based system to determine eligibility, with applications being processed on a first-come, first served basis. Points are awarded based on an applicant’s area of training, experience, age, language proficiency and relationship with Quebec (through family ties or prior visits). Unlike other Quebec programs, French language proficiency is not a requirement of the QSWP, though additional points are awarded to candidates fluent in French. In addition, candidates do not need to hold a job offer to qualify for the program.
Candidates Applying Through Express Entry
Candidates may apply simultaneously through both Express Entry and the QSWP, though they must withdraw one profile if a selection or invitation is issued to the other profile. This makes the QSWP a useful program for Express Entry candidates who do not hold an LMIA and are therefore not guaranteed selection through that program.
