How Canada’s new National Occupational Classification will affect Express Entry

Highlights of TEER category

  • The National Occupational Classification (NOC) system of Canada is considered for rollout in the next three and a half months, i.e., on Nov 16.
  • The foreign nationals are encouraged to immigrate through Express Entry programs, submit a profile using the Training, Education, and Experience and Responsibilities (TEER) category and enter a five-digit occupation code in the profile.

Rolling out of National Occupational Classification (NOC)

The Federal government provides guidance for foreign nationals for immigrating to Canada using Express Entry programs as the National Occupational Classification (NOC) system is getting rolled out in three and a half months, on Nov 16.

If the applicant has planned to submit an Express Entry profile on or after Nov 16, 2022, then he/she needs to find their code of occupation listed under the 2021 NOC list, on the Employment and Social Development Canada (ESDC) website.

The applicant needs to submit an application based on the Training, Education, and Experience and Responsibilities (TEER) category and provide a code of occupation in five-digit for filling the profile.

The applicants who have already submitted a profile but have not received an Invitation to Apply (ITA) need to:

  • Must search for the occupation listed under NOC 2021 list i.e., on the ESDC website
  • The profile needs to be updated with the TEER category along with five-digit occupational code.

The profiles need to be updated on or after November 16, 2022, so that the applicants can stay eligible for any of the programs listed under Express Entry programs like the Federal Skilled Worker Program, Canadian Experience Class, and Federal Skilled Trades Program.

· Major Group 83, occupations in natural resources and related production
· Major Group 92, processing, manufacturing and utilities supervisors, and utilities operators and controllers
· Major Group 93, central control and process operators and aircraft assembly assemblers and inspectors, excluding Sub-Major Group 932, aircraft assemblers and aircraft assembly inspectors
· Minor Group 6320, cooks, butchers and bakers
· Unit Group 62200, chefs
Amount of work experience One year in Canada in the last 3 years (either combination of full-time or part-time work) One year continuous within the last 10 years (combination of part-time, full-time or more than 1 job in your primary occupation) Two years within last 5 years (either combination of full-time or part-time work)

Applicants receiving ITAs before November 16, need to use NOC 2016, before applying

The foreign nationals who have already received an ITA before Nov 26, 2022, then they must submit their applications for permanent residence by using the present NOC 2016.

The NOC codes are being categorized and altered to a five-digit code for each occupation which is going to get affected from November. The Canadian government is segregate each level of skill for every occupation and assigns a new five-digit NOC code to it.

Till mid-November, the skills are considered under NOC 2016 only and made into six categories from the current four to balance the level of training, education, experience, and responsibilities (TEER) of each opportunity.

These TEER categories in the re-arranged NOC will replace the current Skill Levels:

Skill Type/Level TEER Category

Skill level A TEER 1
Skill level B TEER 2 and TEER 3

Hierarchal levels of Occupational groups

The new NOC also classifies the occupational groups based on five hierarchal levels including:

  • The wide occupation category
  • Major groups
  • Sub-major groups
  • Minor groups
  • Unit groups

The international immigrants who are searching for the NOC code for their occupation, need to go to the search page of the NOC website and search by using the job title. When you get a near match generated by the website on the list of your job, then ensure to read the duties of the generated job that are listed to match your occupation.

If the duties that are pulled up do not match, then the applicants are advised to search for a different job title with duties and responsibilities that closely match.

Take down the numeric code and the job title along with the TEER category. This new NOC is being shaped slowly to give enough time to organizations and programs to make a transition from NOC 2016 to NOC 2021.

 A national-level recognized and normalized system that is used by Immigration, Refugees and Citizenship Canada (IRCC) is planned to assess the work experience of applicants for migration. The right NOC code is a vital part of immigration for the applicants.

After the revamping of NOC codes, the applicants need to submit based on the new system that is going to come in place after November with the new five-digit NOC code.

IRCC has decided to revise structurally the NOC every 10 years with the existing occupational groups by collecting the inputs from the appropriate stakeholders using a consultation process.

 The Territories and Provinces of Canada use these NOC codes to associate a job for each that has to fill by immigration programs.

For example, New Brunswick has reduced the work experience temporarily in March 2021 for NOC 7511.

British Columbia eliminates 31 NOC codes after conducting two draws, by issuing ITAs to 494 candidates, after roughly a year of limiting the immigration of people to do those jobs.
